An Inside Look at Anaheim Nursing Homes

Nursing home abuse is a nationwide crisis that also affects Anaheim and the surrounding areas. Orange County has 72 Medicare-certified facilities , and state inspectors have found infection-related deficiencies in 71.

Nursing homes in Anaheim, CA, have also received numerous citations for failing to meet residents’ needs. Understaffing in nursing homes is an important predictor of nursing home abuse and neglect. Some of these cases have made the headlines, while others have resulted in fines and payment suspensions.

Overmedication at Orange County Nursing Homes

Nursing homes often use antipsychotic medications as chemical restraints to manage behavior or silence residents who demand quality care. Medically unnecessary chemical restraints are illegal, and most psychotropic medications have black box warning labels stating that such medications increase the risk of death for people with dementia. Yet residents with dementia often receive them.

For example, the Orange County Register  reported that Windsor Gardens of Fullerton gave a high dose of the powerful antipsychotic medication Ability to a 94-year-old grandmother with dementia. Her family described her as energetic and outgoing before entering the nursing home. After receiving the drug, she lost her individuality and awareness of her surroundings. She was agitated and resistant to treatment.

She wasn’t the only resident to receive antipsychotic drugs without a schizophrenia diagnosis. Twenty-six percent of residents without schizophrenia at facilities operated by Windsor received antipsychotic drugs, compared to a statewide average of 17%. At Windsor Gardens of Anaheim, a whopping 43% of residents without schizophrenia received psychotropic drugs.

The California Department of Health inspects nursing homes annually and more often if they receive complaints. If inspectors find serious deficiencies, the facility may face fines and payment suspensions. The results of state inspections are published on Medicare’s website. Medicare uses inspection results to issue a star rating to each nursing home. Twenty-one nursing homes  within a ten-mile radius of Anaheim’s center have received below-average or much below-average ratings due to deficiencies uncovered during inspections.

Medicare has given Anaheim Terrace Care Center an overall rating of two stars , or below average, after inspectors found numerous deficiencies. During the last 12 months alone, this facility received 36 citations.  The average number of citations statewide is 16, while 9.5 is the national average.

Anaheim Point has received 29 health citations over the last year and 20 complaints that resulted in citations during the last three years. Medicare has given it an overall rating of one star,  or much below average.

State inspectors uncovered abuse during an August 2024  inspection. A resident had reported to the Activities Director that a CNA became angry with her, yelled at her, and threw towels at her when she requested assistance drying her back after a shower. She told the Activities Assistant that she felt cold and humiliated. She also stated that the CNA was constantly angry with her and yelled at her often.

Anaheim Healthcare Center, LLC, has an overall Medicare rating of two stars , 39 citations in the last 12 months, and 25 complaints during the last three years that resulted in citations.
