Typically, abuse is any action or inaction by anyone having responsibility for the well-being of an elder, dependent, or disabled adult that results in the deprivation of goods or services that are necessary to avoid physical harm or mental suffering.

The most common victims of abuse and neglect usually fall into one of the below categories:

Elderly – Any person 65 years of age or older who is dependent on others for any activities of daily living.

Dependent Adult – Persons between the ages of 18 and 64 years who have physical or mental limitations that restrict their ability to carry out normal activities of daily living or to protect their rights.

Developmentally Disabled – Persons with a developmental disability making them dependent on others for their activities of daily living. This includes persons whose physical or mental abilities have diminished because of age or injury.

Vulnerable Person – Persons having a physical or mental impairment that substaintially limits one or more of the major life activities of the person and has a medical or psychological record of the impairment or is otherwise regarded as having the impairment.
